
Louis N. Carouse, Jr.
Mr. Carouse has a very diverse background in business and public service. He has been and continues as a city councilman in the City of Brecksville since 1990 having served as President and Vice-President for six years. He has an extensive background in the automotive, banking and manufacturing industries. His experience includes co-ownership of an auto dealership, management positions at National City Bank, owner of a fleet-leasing company and as a sales engineer for plastic machinery sales. These roles span many industries including service and manufacturing, from small to large companies, sales of retail and wholesale products along with commodity and service products.
In addition to his occupational experience, Mr. Carouse is very involved in community participation, both locally and regionally. He serves on the Brecksville-Broadview Heights Schools Business Advisory Council, their Strategic Planning Commission and Advisory Board for the Community Awareness and Prevention Association. He has been an officer of the Cleveland Touchdown Club Charities since 2000 and actively participates in many other local organizations.
A Brecksville High School graduate, Mr. Carouse has a BS/BA degree from Bowling Green State University and a graduate degree from the University of Virginia.

Jeanne A. Sternad, Ph.D.
Dr. Sternad began her career teaching 4th and 5th grades and then served as director of the Greater Cleveland Educational Development Center at Cleveland State University for 7 years. She joined Garfield Heights in 1992 as Coordinator of Grants and Special Projects and soon became Assistant Superintendent. In 2002, she left Garfield Heights for a short time to serve as Assistant Superintendent of Brunswick City Schools and in 2004, returned to Garfield Heights to assume the superintendency. Dr. Sternad served as Superintendent of Garfield Heights City Schools for 5 years.
An instructional leader, Dr. Sternad’s educational philosophy is rooted in doing “what is right for kids.” She strongly supports the Ohio Department of Education’s belief that higher achievement for all students is the result of students receiving high quality instruction aligned with academic content standards and students having the right conditions and motivation for learning.
Dr. Sternad has received local, state and national recognition for her leadership in creating the right conditions and motivation for learning. Through her leadership, programs and services have been implemented in Garfield Heights City Schools to support students by reducing and preventing non academic barriers to learning. As a result of her leadership, Garfield Heights City Schools is a pilot district for the Comprehensive System of Learning Supports (CSLS) guidelines adopted by the State Board of Education and Dr. Sternad is recognized as an Asset Builder by the Ohio Department of Education.
Dr. Sternad retired from the superintendency in 2009 and joined Ursuline College where she served as Executive Director of Graduate and Undergraduate Education Programs until 2015.
Currently, Dr. Sternad works to support the Regional Prosperity Initiative, Public Goods and consults with area boards of education.
